Assistant Director at the Ministry of Health, Singapore, where I lead strategy for eldercare services. Previously a Data Scientist at LinkedIn and a Senior Manager shaping Singapore's Smart Nation initiatives. Stanford-trained ML researcher and Cambridge economist.
I work at the intersection of public policy, data science, and technology. At the Ministry of Health, Singapore, I lead two teams at the Ageing Planning Office — shaping eldercare strategy and overseeing Active Ageing Centres and Senior Care Centres across Singapore.
Before that, I was a Data Scientist at LinkedIn's Economic Graph Research and Insights team, where I led research on the future of work and skills. I also spent two years at Singapore's Smart Nation and Digital Government Office, developing national data-sharing strategies, the National AI Strategy, and tech policy for COVID-19.
I hold an M.S. from Stanford University where I researched machine learning under Andrew Ng, and a B.A. in Economics from the University of Cambridge, where I was awarded the Adam Smith Prize for the top student.
Outside of work, I enjoy badminton and volunteer as a Club Leader at TOUCH Young Arrows, an organisation supporting underprivileged children in Singapore.
Leads two teams at the Ageing Planning Office: the Sector Planning team developing strategy for the eldercare sector in Singapore, and the Centre-based Care and Social Support team overseeing Active Ageing Centres and Senior Care Centres service models.
Led research on how jobs are changing and the future of skills at LinkedIn's Economic Graph Research and Insights team, culminating in the publication of the interactive data article Future of Skills.
Developed the Public-Private Data Sharing Strategy, the National AI Strategy, and the Public Sector Data Security Review Committee Report. Drove Singapore's TRUST Healthcare Platform and the Apple-HPB LumiHealth project. Developed tech policies for COVID-19 including TraceTogether.

Co-author. Studies how bounded rationality affects cooperation in social networks through a controlled experiment.

Consultant for a large bank to predict Net Promoter Score (NPS) from customer service calls by analysing sentiment in voice recordings.
Worked with BJ Fogg on how behaviour works and how to design for specific behaviours; consulted companies on applying Behaviour Design principles.
Combined NLP with representation learning on large graphs (GraphSAGE) to predict Amazon product categories.
Collaborated with Stanford Medical School to use computer vision to identify and explain abdominal X-ray abnormalities.
Worked with the US Air Force to deploy AI systems for U-2 spy planes. Featured in the Wall Street Journal.
